A seminar has begun in Antalya (Turkey)

A seminar within the framework of the FAO project “Capacity building for sustainable fisheries management and Central Asia, Azerbaijan and Turkey” (FISHCap), carried out by the “Mediterranean Research and Training Institute of Fisheries” (MEDFRI) has begun in Antalya (Turkey). The seminar is attended by representatives of the following countries: Kazakhstan, Azerbaijan, Turkmenistan and Turkey on February 27, 2023..

  • The head of the aquaculture Laboratory Abilov B.I. and senior researcher Bulavina N.B. take part in the seminar from the Research and Production Center of Fisheries LLP, Kazakhstan.
  • The main purpose of the seminar is to support the exchange of knowledge, technologies and best practices for their promotion among countries.  
  • The duration of the seminar is 5 days. Laboratory workshops, a review of the MEDFRI fish breeding site and a visit to the trout farm are planned.

A SEMINAR-MEETING ON ANTI-CORRUPTION ISSUES HELD

On February 27, 2023, a seminar-meeting on the topic: “Anti-Corruption Policy” was held at the head office of the Research and Production Center for Fisheries LLP. The seminar-meeting was held by the compliance officer for combating corruption Turguldinov E.S.

During the seminar-meeting Turguldinov E.S. explained in detail the main provisions of the Concept of the Anti-Corruption Policy of the Republic of Kazakhstan, spoke about the latest changes in the anti-corruption legislation.

Also, the main requirements of the Law of the Republic of Kazakhstan “On Combating Corruption”, the system of measures taken by the state to combat corruption, implement the anti-corruption policy of the Republic of Kazakhstan, as well as responsibility and punishment for corruption crimes provided for by the Criminal Code of the Republic of Kazakhstan and the Code of the Republic of Kazakhstan on administrative offenses were highlighted.

Based on the results of the seminar-meeting, the following recommendations were made:

– on a permanent basis to comply with the norms and principles of the legislation of the Republic of Kazakhstan “On Combating Corruption”;

– prevent the commission of misconduct and other offenses for which the law provides for disciplinary, administrative or criminal liability and others;

– signal about committed misconduct and other offenses for which the law provides for disciplinary, administrative or criminal liability and others. 

The changes and additions have been made to fish farming regulations

The changes and additions have been made to fish farming regulations.

     Standards for the cultivation of rainbow trout, pike perch, tilapia and clary catfish. These standards are of a recommendatory nature and the subjects of aquaculture can be guided by them when conducting fish farming. By Order of the Minister of Ecology and Natural Resources of the Republic of Kazakhstan dated February 6, 2023 No. 33, appropriate amendments and additions were made to the fish-breeding standards for artificial reproduction, commercial cultivation and transportation of the main aquaculture facilities using various technologies.

      In particular, the order supplemented the fish-breeding standards for the cultivation of rainbow trout, pike perch, tilapia and clary catfish. These standards are of a recommendatory nature and the subjects of aquaculture can be guided by them when conducting fish farming.

Research work is underway to assess the role of recreational fishing

The scientific staff of the Research and Production Center of Fisheries LLP carry out research work within the framework of the task of the Scientific and Technical Program “Evaluation of the role of recreational fishing and its impact on ichthyocenosis in the main fishing water bodies of Kazakhstan” to assess the role of recreational fishing in the Kapshagai reservoir and Alakol system of lakes (Lake Sasykkol, Lake Alakol).

In the course of the work, general monitoring of the catches of amateur fishermen is carried out, biological indicators of the caught fish are taken, experiments are made with winter rods to determine the catchability of various fishing gear and baits.

It is worth noting that research under this task is being carried out for the third and final year, and based on the results, according to the calendar plan, recommendations will be developed on the optimal organization of catch statistics.

Changes have been made to the Rules for Subsidizing the reimbursement of part of expenses

In the Rules for subsidizing the reimbursement of part of the costs of investment investments, the criteria for the size of the area of LCFF have been reduced.
By Order No. 29 of the Minister of Ecology and Natural Resources of the Republic of Kazakhstan dated February 1, 2023, amendments were made to the Rules of Subsidizing the reimbursement of part of the expenses incurred by the subject of fisheries for investment investments in terms of reducing the criteria for the size of the area of lake commercial fish farms from 100 to 50 hectares.
This amendment will allow expanding the number of small businesses in the field of fisheries that grow fish in natural reservoirs, which will be covered by state support measures.

Changes have been made to the Rules for fish stocking reservoirs

     As part of the implementation of regulation “from to clean sheet” in business activities, by Order of the Minister of Ecology and Natural Resources of the Republic of Kazakhstan (MENR RK) dated January 17, 2023 No. 8, the Rules for the work on the stocking of water reservoirs, fisheries reclamation of water objects were amended accordingly

Now, the commission will not participate in the process of stocking reservoirs conducted by users of the animal world.

   Works on the fish stocking of reservoirs carried out by wildlife users will be accepted by the territorial department of the MENR Fisheries Committee on the basis of supporting documents and photo and video materials.

These changes are aimed at simplifying business requirements, ensuring transparency in the fish stocking of reservoirs by users with wildlife, as well as excluding their interaction with members of the commission.

The first meeting of the working group on the development of the draft law «On aquaculture»

According to the Plan of Legislative Work of the Government of the Republic of Kazakhstan for 2023, the introduction of the bills “On Aquaculture” and “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Aquaculture Issues” to the Majilis of the Parliament of the Republic of Kazakhstan is scheduled for November 2023.

In this regard, on January 19, 2023, the first meeting of the working group on the development of draft laws was held.

The composition of the working group, which included representatives of business, public organizations, NCE Atameken, government agencies and other interested parties, was approved by order of the Minister of Ecology and Natural Resources of the Republic of Kazakhstan dated January 18, 2023 No. 12-Ө.

This draft law will serve to form a legal framework and introduce legal mechanisms to regulate relations in the field of aquaculture, introduce new instruments of state support measures to create favorable conditions for business.

Vice Minister of the MENR of the RK, Shalabekova A.L. visited the Balkhash branch of “RPC of Fisheries” LLP with a working visit

Today, the Balkhash branch of «Research and Production Center of Fisheries» LLP was visited by Vice-Minister of Ecology and Natural Resources the Republic of Kazakhstan, Shalabekova A. L., Chairman of the Committee of Fisheries of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan, Zhunusov N. T., Head of the Balkhash-Alakol inter-regional basin inspection of fisheries, Suyubaev A.S. and representatives of the inspection. 

During the visit, familiarization with the results of the work received within the framework of scientific and technical programs took place: 

– «Scientific and technological support for the integrated development of aquaculture in Kazakhstan through the development and implementation of innovative technologies and new fish farming facilities»;

– «Comprehensive assessment of the state of fish resources and other aquatic organisms of the main fishing reservoirs of Kazakhstan and the development of scientifically sound recommendations for their sustainable use».

And also, the fish breeding site of the Balkhash branch was visited, where the repair and brood herds of balkhash marinka and aral thorn, jade perch, red-clawed crayfish and Rosenberg freshwater shrimp formed by domestication are being studied. We got acquainted with the material and technical equipment of the Balkhash branch, talked with employees, listened to suggestions and answered questions of interest. 

Also, during the visit, issues of the Program for the development of fisheries in the Republic of Kazakhstan for 2021-2030, directions and prospects of fisheries research in the region, issues of biodiversity conservation of aquatic biological resources of the Ile-Balkhash basin and other topical issues were discussed.

Meeting of the Intergovernmental Commission for the Preservation of Bioresources of the Caspian Sea

On December 19, the intergovernmental Commission on the conservation, rational use of aquatic biological resources and management of their joint stocks began its work under the Agreement on the preservation and rational use of aquatic biological resources of the Caspian Sea.

It should be noted that this year, as in the past, the meeting of the intergovernmental Commission is chaired by the Republic of Kazakhstan. The moderator is the Chairman of the Fisheries Committee of the MEGNR RK – Zhunusov Nariman Talgatovich. The meeting is directly attended by representatives of the following countries: Kazakhstan, Azerbaijan, Iran, Russian Federation, Turkmenistan. From “Research and Production Center of Fisheries” LLP, the meeting is attended by CEO Isbekov Kuanysh Baibolatovich, Deputy CEO Asylbekova Saule Zhangirovna and Director of the Atyrau branch Kadimov Yerbolat Latifovich.

The meeting of the intergovernmental Commission will last 3 days, where the reports of the Parties on the implementation of the paragraphs of the Protocol of the 5th Meeting and for 2021 on the use of the catch quota, on the reproduction and protection of aquatic biological resources, the state of aquatic biological resources based on marine scientific research, as well as issues approving quotas (volumes) for catching joint aquatic biological resources for 2023, extending the ban on commercial fishing of sturgeon species in the Caspian Sea, creating a Working Group within the frame of the Commission to coordinate the activities of authorities responsible for the protection of aquatic biological resources of the Caspian Sea.

In addition, it is planned to discuss the Protocol of the working group on science and aquaculture of the Commission on the preservation and rational use of aquatic biological resources of the Caspian Sea and the management of their joint stocks. According to the results of the meeting of the Commission, the relevant Protocol will be accepted.
