The Organizational and Legal Department is a structural subdivision of LLP «FishRPC», providing legal, human resources, and organizational support for the Company’s activities. Effective management organization, compliance with the legislation of the Republic of Kazakhstan, protection of the rights and legitimate interests of LLP «FishRPC», as well as the formation of a stable human resources potential, are key conditions for the successful scientific and production activities of the Company.

The activities of the Department are regulated by the Regulation “On the Organizational and Legal Department” with regard to the implementation of the goals and objectives assigned to the Department and are carried out in accordance with the Constitution of the Republic of Kazakhstan, the Labor Code of the Republic of Kazakhstan, the Civil Code of the Republic of Kazakhstan, other regulatory legal acts of the Republic of Kazakhstan, orders and instructions of the management of LLP «FishRPC», as well as decisions of authorized state bodies.

Objectives

The main objectives of the Organizational and Legal Department are:

legal support of the activities of LLP «FishRPC» in accordance with the Constitution of the Republic of Kazakhstan and regulatory legal acts of the Republic of Kazakhstan; ensuring compliance with labor, civil, and administrative legislation of the Republic of Kazakhstan in the Company’s activities; legal protection of the rights and legitimate interests of LLP «FishRPC», including contract management, claims, and litigation work; legal review and support of contracts, agreements, and other legally significant documents of the Company; providing legal advice to heads of structural subdivisions and employees of LLP «FishRPC»; organizational support of the activities of the Company’s structural subdivisions; monitoring, organization, and support of public procurement procedures for goods, works, and services for the needs of LLP «FishRPC», as well as ensuring the Company’s participation in public procurement as a supplier (if applicable); formation and implementation of the human resources policy of LLP «FishRPC», including the development of current and long-term staffing plans taking into account the implementation of research and scientific-production programs and projects; human resources support of the Company, including documentation of hiring, transfer, and dismissal of employees in accordance with the labor legislation of the Republic of Kazakhstan and internal regulatory documents; organization of control over compliance with labor discipline, internal labor regulations, and other local acts of the Company; development, updating, and support of internal regulatory documents of LLP «FishRPC» (orders, regulations, instructions, procedures, and other documents); ensuring effective personnel records management.

Functions

In accordance with the objectives assigned, the Department performs the following functions:

Legal: legal review of draft orders, instructions, contracts, and other documents of LLP «FishRPC»; drafting, coordination, and support of contracts and agreements; representation of the interests of LLP «FishRPC» before state authorities, courts, and other organizations (within the scope of authority); monitoring compliance with legislation and internal regulatory documents.

Human Resources: maintenance of personnel records in accordance with the requirements of the labor legislation of the Republic of Kazakhstan; documentation of hiring, transfer, and dismissal of employees; maintenance of employees’ personal files, employment contracts, and HR orders; recording of working time, leave, and business trips; participation in staff recruitment and formation of a personnel reserve.

Organizational: organizational support of the activities of the management of LLP «FishRPC»; participation in the preparation and conduct of meetings, sessions, commissions, and other events; monitoring the execution of orders, instructions, and assignments of the management; interaction with structural subdivisions on organizational matters.

Advisory and Methodological: development and updating of internal regulatory documents (regulations, instructions, procedures); advising employees on labor, civil, and administrative law matters; methodological support of heads of structural subdivisions on HR and legal issues; informing employees about changes in the legislation of the Republic of Kazakhstan.
