According to the Protocol of the meeting at the Ministry of Ecology, Geology and Natural Resources to discuss problematic issues of fisheries dated March 19, 2022, employees of the Altai branch of “RPC of Fisheries” LLP from November 20 to November 25, 2022 conducted research work as part of the control fishing to determine similarities and differences in catchability and selectivity of traditional (nylon) nets and fishing gear made of synthetic monofilaments and monofibers on the Kurchum coast of Lake Zhaisan.

The Expanded Academic Council is being held at the “RPC of Fisheries” LLP

On November 22-23, 2022, the “RPC of Fisheries” LLP hosts the Expanded Scientific Council for the review and approval of biological justifications for 2022 as part of program 256 of subprogram 102 “Ensuring the conservation, reproduction and rational use of wildlife resources”. 

Chairman of the Academic Council: Isbekov K.B., Doctor of Biological Sciences, Associate Professor, CEO of the “RPC of Fisheries” LLP, Program Manager: Kulikov E.V., Ph.D., Leading Researcher at the “RPC of Fisheries” LLP.

The work of the Academic Council is attended by: the Fisheries Committee of the MEGNR RK, heads of interregional territorial fish inspections, UJP Republican Association of Fisheries and Aquaculture “Qazaq balyk”, “Kasekoproekt” LLP, members of the Academic Council of “RPC of Fisheries” LLP and other interested persons.The agenda of the Academic Council is to consider biological justifications for the Yertis, Nura-Sarysu, Zhaiyk-Caspian, Aral-Syrdarya, Esil, Tobyl-Torgai, Balkash-Alakol basins and conduct integrated marine research to assess the status of biological resources of the Kazakh part of the Caspian Sea. 

The considered research work on the maximum allowable catches in the fishery basins of the Republic of Kazakhstan for 2023-2024 was carried out within the frame of the Law “On the protection, reproduction and use of wildlife”, which is aimed at ensuring the conditions for the conservation of wildlife and its biological diversity, sustainable use of objects wildlife and the approved Rules for the preparation of a biological justification for the use of wildlife as amended by the order of the Minister of Ecology, Geology and Natural Resources of the Republic of Kazakhstan dated 10/18/2022 No. 662.

International webinar of the Caspian countries

On November 16 of this year, the Fisheries Committee organized an International webinar of the Caspian countries on the topic: “Problems of researching and preserving the Caspian seal (Pusa caspica)”, with the participation of representatives of the Republic of Azerbaijan, the Republic of Kazakhstan, the Russian Federation and Turkmenistan.

Webinar moderators:

  • Bakhiyanov Ayan Kairatovich, Deputy Chairman of the Fisheries Committee of the MEGNR RK;
  • Isbekov Kuanysh Baibolatovich, CEO of “Research and Production Center of Fisheries” LLP.

Also, from the side of the Republic of Kazakhstan, the following took part: “Institute of Hydrobiology and Ecology”, “Kazakhstan Agency of Applied Ecology” LLP, “Kasekoproekt” LLP, “Center for the Study and Rehabilitation of the Caspian Seal”.

In the webinar program:

  • Information on the status of the population of the Caspian seals (data on the abundance and distribution by seasons of the year in the water areas of the Caspian countries) from each party present;
  • Consideration of the National Action Plan for the Preservation of the Caspian Seals;
  • Discussing the possibilities of cooperation between the Caspian countries and international organizations for further study of the Caspian seals and measures for their conservation.

We would like to note that the Head of State, at a meeting with the population of the Mangistau region, noted that he personally controls the issue of preserving and restoring the number of the Caspian seal, and noted that an integrated scientific approach is needed in this important issue. In this regard, all interested parties are taking measures to fulfill the instructions of the Head of State.

Yesterday, 11/14/2022, during the Government Hour in the Mazhilis of the Parliament of the Republic of Kazakhstan, the Minister of Ecology Serikkali Amangalievich Brekeshev spoke about measures to develop the fish industry in the republic.

“The main task of the industry is to increase domestic consumption of fish, as well as further increase the export potential and import substitution, through the development of marine fisheries and the development of commercial fish farming,” the minister said in his report.

It should be noted that the issues of fisheries are under special control of the Head of State and the Government.

At a meeting with the public of the Mangistau and Atyrau regions (November 7-8, 2022), the head of state called the development of fisheries, an increase in the population of sturgeon breeds and, in general, the preservation of the ecological balance and biodiversity of the Caspian Sea, where cases of mass death of fish and seals have become more important. And he noted that a comprehensive scientific approach is needed in this important issue.

In his speech, the General Director of LLP “RPC of Fisheries”, Isbekov Kuanysh Baibolatovich proposed scientifically based solutions to the above issues:

  • expand the range of research work, in particular, it is necessary to study diseases of fish and other aquatic animals in natural reservoirs and aquaculture farms;
  • to strengthen the staff, for this it is necessary to increase the allocated grants for the training of doctors of philosophy (PhD) in the field of fisheries.

CacFish Regional Commission in Dushanbe, Tajikistan hosts training seminar

The Regional Fisheries and Aquaculture Commission for Central Asia and the Caucasus (CacFish) is hosting a training seminar on assessing inland stocks in selected large water reservoirs from November 15-17, 2022 in Dushanbe, Tajikistan.

From the Republic of Kazakhstan, in this seminar with a presentation on the state of assessment of stocks of inland waters, paying special attention to the status of assessed fish species, results and methods, the following take part: from the Committee for Fisheries of the MEGNR RK, the chief expert of the Department for the Protection of Fish Resources and Fisheries Regulation Muratbayeva T.Zh and Deputy General Director of “RPC of Fisheries” LLP Dr.of.Sciences, Asylbekova S.Zh.

About development of fisheries in Kazakhstan

Minister of Ecology Serikkali Brekeshev spoke about measures to develop fisheries in the republic during the Government Hour in the Majilis of the Parliament of the Republic of Kazakhstan.

The fishing industry is one of the important areas in the economy, as a basis for economic growth and employment, in the following areas: fishing and artificial fish cultivating. The main fishing is carried out in Atyrau, Almaty, East Kazakhstan and Kyzylorda regions.

It should be noted that about 40-45 thousand tons of fish are caught annually in natural reservoirs, and this figure is growing every year. At the same time, about 41 thousand tons of fish products are imported into Kazakhstan, mainly oceanic and marine fish species (mackerel and herring) and about 25 thousand tons are exported, where the main share is products of deep processing (fish fillets). At the same time, domestic fish products make successfully competition in the world market.

Stocking season with fish is coming to the end.

Thousands of underyearlings of grass carp, bighead carp and sazan were released into Lake Balkhash and the Kapshagai reservoir. Stocking by fish at the end of autumn in these reservoirs is the most optimal period, according to experts. The weight of underyearlings is at least 20 g, after 4 years each of them will weigh about 3-4 kg.

“The material for artificial cultivation was caught in Lake Alakol. Before that, we also had a project for genetic research on the polymorphism of sazan, that is, we studied in which reservoirs sazan is more polymorphic in order to grow it in the future” – Asylbekova S.Zh., Doctor of Biological Sciences, Deputy Director of LLP “RPC of Fisheries”.

West Kazakhstan branch is working in 2022

The West-Kazakhstan branch “Scientific and Production Center of Fisheries” was organized in 2006 to carry out research work on the reservoirs of the region that are of fishing importance.

The West Kazakhstan branch of the RPC of Fishery LLP constantly monitors the state of ecosystems, water bodies of West Kazakhstan and Aktobe regions, developing a biological basis for the rational use and reproduction of fish stocks, gives annual forecasts of fish catch volumes, proposals for rules and mode of fishing. Every year, on the basis of a branch of scientific evidence goes Ordinance to catch limits of fish from the waters of the Government of West Kazakhstan and Aktobe regions. Accumulated many years of data bank on hydrology, hydrobiology, hydrochemistry and composition of fish fauna of the studied reservoirs.
