From the world of science to the practice of fish farming. Kazakh-Polish cooperation

For the last few years, scientific cooperation between scientific institutions from Kazakhstan and Poland has been developing intensively. An example of such cooperation is the joint research of the “RPC of Fisheries” LLP (Almaty, Kazakhstan) and the Faculty of Animal Bioengineering, Warmia and Mazury University (Olsztyn, Poland) with the participation the Research Center Fishery, Kazakh AgroTechnical University named after S. Seyfullin (Nur-Sultan, Kazakhstan).

As part of this work, the focus was on the artificial reproduction and cultivation of pikeperch and African catfish. This cooperation is based on business mutual contacts and internships carried out by Kazakh scientists at the Department of Ichthyology and Aquaculture, which have the latest equipment in the field of aquaculture and competent specialists in the artificial reproduction and cultivation of larvae and fry (Dariusz Kucharczyk, Joanna Nowosad, etc.) and in genetic research in Europe. Currently, together with Polish scientists, manuals are being prepared on the possibility of a wide implementation of these techniques in fish farms.

Caspian seal webinar, 2021

We are pleased to announce a webinar on the subject “Methods and manuals of counting the number and current issues of conservation of the population of the Caspian seal (Pusa caspica)”, which will be held on August 17-18, 2021 in an online format. The Caspian seal is a transboundary species, therefore, the study of its condition and the analysis of its abundance, carried out by specialists from the Caspian countries, with the participation of international experts, should be coordinated in order to obtain objective estimates. The Caspian seal is recognized in all the Caspian countries as a rare and endangered species. Research-based development and implementation of agreed actions for its conservation has become urgent and also requires coordination.
 
Each of the specialists working in this field has the opportunity to make their proposals to this Program. We invite specialists to take an active part in the webinar for free discussion, exchange of experience and results of their research. The webinar will be held in russian language, with simultaneous translation from/into english.
This webinar is initiated and supported by the Ministry of Ecology, Geology and Natural Resources of the Republic of Kazakhstan and Tengizchevroil LLP.

The area of quasi-public sector officials who are subjects of corruption has been expanded

The norm of officials of the quasi-public sector who are subjects of corruption in accordance with the “Anti-corruption Law” has been expanded.

“From now on, employees of quasi-state companies authorized to make decisions on the organization and conduct of procurement, responsible for the selection and implementation of projects financed from the state budget and the National Fund, holding a position not lower than the head of an independent structural unit, are classified as subjects of corruption. That is, they will fully assume the anti-corruption restrictions provided for by the “Anti-corruption Law”, and will also bear more serious responsibility in case of committing corruption offenses”. 

Previously, such norms applied only to the first managers of quasi-state companies. On combating corruption Law of the Republic of Kazakhstan dated November 18, 2015 No. 410-V ZRK (extract) Article 12. Anti-corruption restrictions.

Activities incompatible with the performance of state functions Persons holding a responsible state position, persons authorized to perform state functions (with the exception of deputies of maslikhats who carry out their activities on a non-permanent or exempt basis), persons equated to persons authorized to perform state functions ( with the exception of candidates for the President of the Republic of Kazakhstan, deputies of the Parliament of the Republic of Kazakhstan or maslikhats, akims of cities of district significance, towns, villages, rural districts, as well as members of elected bodies of local self-government, persons operating in subjects of the quasi-public sector), officials are prohibited from:

  • 1) carrying out activities that are incompatible with the performance of state functions;
  • 2) inadmissibility of joint service (work) of close relatives, spouses and in-laws;
  • 3) the use of official and other information that is not subject to official distribution in order to obtain or extract property and non-property benefits and advantages;
  • 4) acceptance of material remuneration, gifts or services for actions (inaction) in favor of the persons who provided them, if such actions are included in the official powers of the persons specified in paragraph one of this clause, or these persons, by virtue of their official position, can contribute to such actions (inaction) );
  • 5) opening and holding accounts (deposits) in foreign banks located outside the Republic of Kazakhstan, keeping cash and valuables in foreign banks located outside the Republic of Kazakhstan. Laws governing the performance of certain state functions may establish other legal norms that provide for restrictions aimed at preventing corruption. The consent of the persons specified in the first paragraph of paragraph 1 of this article to the adoption of anti-corruption restrictions is recorded by the personnel management services (HR departments) of the relevant organizations in writing.

Non-acceptance of anti-corruption restrictions by the persons specified in the first paragraph of paragraph 1 of this article entails a refusal to hire or dismissal from office (dismissal from office), their failure to comply in cases where there are no signs of a criminally punishable act and an administrative offense is the basis for their termination of public service or other relevant activity. Family members of the person specified in the first paragraph of paragraph 1 of this article shall not be entitled to receive material remuneration, gifts or services provided for the activity (inactivity) of this person in favor of the persons who provided material remuneration, gifts or services, if such actions (inaction) include in the official powers of this person or he, by virtue of his official position, can contribute to such activity (inactivity).

Note.

In this Law, the family members of the person specified in the first paragraph of paragraph 1 of this article are understood to be his spouse (wife), parents, children, including adults, and persons who are dependents and permanently residing with him.

Money received on the account of the persons specified in paragraph one of paragraph 1 of this article, and (or) members of their families without their knowledge, as well as funds received by them in violation of subparagraph 4) of paragraph 1 and paragraph 5 of this article, no more than two weeks after their discovery, they are subject to transfer to the republican budget with an explanation to the relevant state revenue body on the circumstances of receipt of such funds.

Gifts received without the knowledge of the persons specified in paragraph one of paragraph 1 of this article, and (or) their family members, as well as received by them in violation of subparagraph 4) of paragraph 1 and paragraph 5 of this article, are subject to free transfer to the authorized body for state property management within seven calendar days from the date of receipt of the gift or from the day when the person specified in paragraph one of paragraph 1 of this article became aware of the receipt of the gift, and the services rendered to these persons under the same circumstances must be paid for by transferring money to the republican budget in within seven calendar days from the date of provision of the service or from the day when the person specified in paragraph one of paragraph 1 of this article became aware of the provision of the service.

The person who transferred the gift to the authorized body for state property management has the right, with the notification of a higher official, to redeem it at a cost determined in accordance with the Law of the Republic of Kazakhstan “On valuation activities in the Republic of Kazakhstan”, on the basis of a sale and purchase agreement concluded with the authorized body on management of state property. The proceeds from the sale of gifts are transferred to the republican budget.

Article 13.

Activities incompatible with the performance of state functions Persons holding a responsible state position, persons authorized to perform state functions (with the exception of deputies of maslikhats who carry out their activities on a non-permanent or exempt basis), persons equated to persons authorized to perform state functions ( with the exception of candidates for the President of the Republic of Kazakhstan, deputies of the Parliament of the Republic of Kazakhstan or maslikhats, akims of cities of district significance, towns, villages, rural districts, as well as members of elected bodies of local self-government, persons operating in subjects of the quasi-public sector), officials are prohibited from:

  • 1) independently participate in the management of an economic entity, if management or participation in the management of an economic entity is not included in their official duties in accordance with the laws of the Republic of Kazakhstan, to contribute to the satisfaction of the material interests of organizations or individuals by misusing their official powers in order to obtain property or other good;
  • 2) engage in entrepreneurial activities, with the exception of the acquisition and (or) sale of shares of open and interval mutual investment funds, bonds on the organized securities market, shares of commercial organizations (common shares in an amount not exceeding five percent of the total number of voting shares of organizations) for organized securities market;
  • 3) engage in other paid activities, except for pedagogical, scientific and other creative activities. Excluded by the Law of the Republic of Kazakhstan dated November 26, 2019 No. 273-VI The persons specified in paragraph 1 of this article have the right to lease (lease) a dwelling that belongs to them on the basis of ownership, and receive income from such delivery.

The Chairman of the National Bank of the Republic of Kazakhstan and his deputies, the Chairman of the authorized body for regulation, control and supervision of the financial market and financial organizations and his deputies are prohibited from acquiring shares of investment funds, bonds, shares of commercial organizations. The Chairman of the National Bank of the Republic of Kazakhstan and his deputies, the Chairman of the authorized body for regulation, control and supervision of the financial market and financial organizations and his deputies, within thirty calendar days from the date of their appointment to positions, must transfer to trust management in the manner prescribed by the laws of the Republic of Kazakhstan, owned shares of investment funds, bonds and shares of commercial organizations acquired prior to their appointment to positions.

Non-fulfillment by the said persons of the obligations stipulated by this paragraph is the basis for the termination of their respective activities. The persons specified in paragraph 1 of this article, within thirty calendar days from the date of taking office, are obliged to transfer to trust management for the duration of these functions in the manner prescribed by the laws of the Republic of Kazakhstan, their property, the use of which entails the receipt of income, except for money, bonds, shares of open and interval mutual investment funds legally owned by these persons, as well as property leased.

 

The contract for trust management of property is subject to notarization.

In the event of the acquisition of shares (shares) in the authorized capital of commercial organizations and other property, the use of which entails the receipt of income, with the exception of bonds, shares of open and interval mutual investment funds, the persons specified in paragraph 1 of this article are obliged to transfer them to trust management in within thirty calendar days from the date of acquisition in the manner prescribed by the laws of the Republic of Kazakhstan, and submit to the personnel management service (personnel department) at the place of work a copy of the notarized agreement on trust management of property within ten working days after notarization of the agreement.

Failure to fulfill the obligations provided for by paragraphs 5 and 7 of this article by the persons indicated in paragraph 1 of this article is the basis for their termination of public service or other relevant activities.

Seminar “Improving the quality of work through the unification of research” was carried out

The laboratory of hydrobiology and hydroanalysts of the head unit organized a seminar for employees of the SPC of Fishery LLP “Improving the quality of work performance by unifying research”. Employees of the branches took part in the seminar held on August 2-6.

The purpose of the seminar was to improve the quality of hydrobiological and trophological research.
 
After the opening speech of the CEO K.B. Isbekov and the head of the laboratory Zh.O. Mazhibayeva with the report “Parasitofauna of commercial fish species of reservoirs of Western Kazakhstan” was made by the senior researcher of the West Kazakhstan branch N.A. Antipova, which examined in detail the main groups and representatives of parasitic organisms characteristic of the ichthyofauna of Kazakhstan. The attention of the audience was presented to a large amount of the author’s original photographic materials, which greatly facilitated the analysis of parasitic invertebrates in subsequent studies.

After the end of the general part of the seminar, the staff divided into two groups – zooplanktologists and zoobenthologists – to work out the specifics of the taxonomic definition of various groups of invertebrates and mathematical processing of the data obtained. Works in the group of zooplanktologists: taxonomic identification of groups of invertebrates, calculations were carried out under the guidance of Ph.D., leading researcher L.I. Sharapova. 
In the group of zoobentologists under the leadership of Ph.D., leading researcher of the Altai branch L.B. Kushnikova worked out the features of determining the oxeriophilic groups of macrozoobenthos (caddisflies, mayflies and stoneflies). Under the leadership of the staff of the head office Zh.O. Mazhibaeva, L.A. Kovaleva, B.A. Kozhizhanova considered the features of work with other groups of invertebrates (crustaceans, dipterans, worms), in particular, with the main groups of representatives of the benthic fauna of the Middle Caspian Sea.
 
In the course of work on taxonomic identification, both bentologists and planktologists used the EX30 microscope with a camera-monitor, which makes it possible to significantly detail the image for a more accurate determination of organisms. Also, classes were held to deepen and develop the skills of processing materials on the analysis of the nutrition of predatory and non-predatory fish (Zh.O. Mazhibaeva, L.A. Kovaleva).
At the end of the seminar, employees were tested, which showed that the seminar program was fully mastered by the employees. The systematic holding of such seminars helps young employees master the methods of hydrobiological research, which, in general, brings the work of SPC hydrobiologists to a higher level.
