Changes have been made to the Rules for fish stocking reservoirs

     As part of the implementation of regulation “from to clean sheet” in business activities, by Order of the Minister of Ecology and Natural Resources of the Republic of Kazakhstan (MENR RK) dated January 17, 2023 No. 8, the Rules for the work on the stocking of water reservoirs, fisheries reclamation of water objects were amended accordingly

Now, the commission will not participate in the process of stocking reservoirs conducted by users of the animal world.

   Works on the fish stocking of reservoirs carried out by wildlife users will be accepted by the territorial department of the MENR Fisheries Committee on the basis of supporting documents and photo and video materials.

These changes are aimed at simplifying business requirements, ensuring transparency in the fish stocking of reservoirs by users with wildlife, as well as excluding their interaction with members of the commission.

The first meeting of the working group on the development of the draft law «On aquaculture»

According to the Plan of Legislative Work of the Government of the Republic of Kazakhstan for 2023, the introduction of the bills “On Aquaculture” and “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Aquaculture Issues” to the Majilis of the Parliament of the Republic of Kazakhstan is scheduled for November 2023.

In this regard, on January 19, 2023, the first meeting of the working group on the development of draft laws was held.

The composition of the working group, which included representatives of business, public organizations, NCE Atameken, government agencies and other interested parties, was approved by order of the Minister of Ecology and Natural Resources of the Republic of Kazakhstan dated January 18, 2023 No. 12-Ө.

This draft law will serve to form a legal framework and introduce legal mechanisms to regulate relations in the field of aquaculture, introduce new instruments of state support measures to create favorable conditions for business.

Vice Minister of the MENR of the RK, Shalabekova A.L. visited the Balkhash branch of “RPC of Fisheries” LLP with a working visit

Today, the Balkhash branch of «Research and Production Center of Fisheries» LLP was visited by Vice-Minister of Ecology and Natural Resources the Republic of Kazakhstan, Shalabekova A. L., Chairman of the Committee of Fisheries of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan, Zhunusov N. T., Head of the Balkhash-Alakol inter-regional basin inspection of fisheries, Suyubaev A.S. and representatives of the inspection. 

During the visit, familiarization with the results of the work received within the framework of scientific and technical programs took place: 

– «Scientific and technological support for the integrated development of aquaculture in Kazakhstan through the development and implementation of innovative technologies and new fish farming facilities»;

– «Comprehensive assessment of the state of fish resources and other aquatic organisms of the main fishing reservoirs of Kazakhstan and the development of scientifically sound recommendations for their sustainable use».

And also, the fish breeding site of the Balkhash branch was visited, where the repair and brood herds of balkhash marinka and aral thorn, jade perch, red-clawed crayfish and Rosenberg freshwater shrimp formed by domestication are being studied. We got acquainted with the material and technical equipment of the Balkhash branch, talked with employees, listened to suggestions and answered questions of interest. 

Also, during the visit, issues of the Program for the development of fisheries in the Republic of Kazakhstan for 2021-2030, directions and prospects of fisheries research in the region, issues of biodiversity conservation of aquatic biological resources of the Ile-Balkhash basin and other topical issues were discussed.

Meeting of the Intergovernmental Commission for the Preservation of Bioresources of the Caspian Sea

On December 19, the intergovernmental Commission on the conservation, rational use of aquatic biological resources and management of their joint stocks began its work under the Agreement on the preservation and rational use of aquatic biological resources of the Caspian Sea.

It should be noted that this year, as in the past, the meeting of the intergovernmental Commission is chaired by the Republic of Kazakhstan. The moderator is the Chairman of the Fisheries Committee of the MEGNR RK – Zhunusov Nariman Talgatovich. The meeting is directly attended by representatives of the following countries: Kazakhstan, Azerbaijan, Iran, Russian Federation, Turkmenistan. From “Research and Production Center of Fisheries” LLP, the meeting is attended by CEO Isbekov Kuanysh Baibolatovich, Deputy CEO Asylbekova Saule Zhangirovna and Director of the Atyrau branch Kadimov Yerbolat Latifovich.

The meeting of the intergovernmental Commission will last 3 days, where the reports of the Parties on the implementation of the paragraphs of the Protocol of the 5th Meeting and for 2021 on the use of the catch quota, on the reproduction and protection of aquatic biological resources, the state of aquatic biological resources based on marine scientific research, as well as issues approving quotas (volumes) for catching joint aquatic biological resources for 2023, extending the ban on commercial fishing of sturgeon species in the Caspian Sea, creating a Working Group within the frame of the Commission to coordinate the activities of authorities responsible for the protection of aquatic biological resources of the Caspian Sea.

In addition, it is planned to discuss the Protocol of the working group on science and aquaculture of the Commission on the preservation and rational use of aquatic biological resources of the Caspian Sea and the management of their joint stocks. According to the results of the meeting of the Commission, the relevant Protocol will be accepted.

According to the Protocol of the meeting at the Ministry of Ecology, Geology and Natural Resources to discuss problematic issues of fisheries dated March 19, 2022, employees of the Altai branch of “RPC of Fisheries” LLP from November 20 to November 25, 2022 conducted research work as part of the control fishing to determine similarities and differences in catchability and selectivity of traditional (nylon) nets and fishing gear made of synthetic monofilaments and monofibers on the Kurchum coast of Lake Zhaisan.

The Expanded Academic Council is being held at the “RPC of Fisheries” LLP

On November 22-23, 2022, the “RPC of Fisheries” LLP hosts the Expanded Scientific Council for the review and approval of biological justifications for 2022 as part of program 256 of subprogram 102 “Ensuring the conservation, reproduction and rational use of wildlife resources”. 

Chairman of the Academic Council: Isbekov K.B., Doctor of Biological Sciences, Associate Professor, CEO of the “RPC of Fisheries” LLP, Program Manager: Kulikov E.V., Ph.D., Leading Researcher at the “RPC of Fisheries” LLP.

The work of the Academic Council is attended by: the Fisheries Committee of the MEGNR RK, heads of interregional territorial fish inspections, UJP Republican Association of Fisheries and Aquaculture “Qazaq balyk”, “Kasekoproekt” LLP, members of the Academic Council of “RPC of Fisheries” LLP and other interested persons.The agenda of the Academic Council is to consider biological justifications for the Yertis, Nura-Sarysu, Zhaiyk-Caspian, Aral-Syrdarya, Esil, Tobyl-Torgai, Balkash-Alakol basins and conduct integrated marine research to assess the status of biological resources of the Kazakh part of the Caspian Sea. 

The considered research work on the maximum allowable catches in the fishery basins of the Republic of Kazakhstan for 2023-2024 was carried out within the frame of the Law “On the protection, reproduction and use of wildlife”, which is aimed at ensuring the conditions for the conservation of wildlife and its biological diversity, sustainable use of objects wildlife and the approved Rules for the preparation of a biological justification for the use of wildlife as amended by the order of the Minister of Ecology, Geology and Natural Resources of the Republic of Kazakhstan dated 10/18/2022 No. 662.

International webinar of the Caspian countries

On November 16 of this year, the Fisheries Committee organized an International webinar of the Caspian countries on the topic: “Problems of researching and preserving the Caspian seal (Pusa caspica)”, with the participation of representatives of the Republic of Azerbaijan, the Republic of Kazakhstan, the Russian Federation and Turkmenistan.

  • Isbekov Kuanysh Baibolatovich, CEO of “Research and Production Center of Fisheries” LLP.

Also, from the side of the Republic of Kazakhstan, the following took part: “Institute of Hydrobiology and Ecology”, “Kazakhstan Agency of Applied Ecology” LLP, “Kasekoproekt” LLP, “Center for the Study and Rehabilitation of the Caspian Seal”.

In the webinar program:

  • Information on the status of the population of the Caspian seals (data on the abundance and distribution by seasons of the year in the water areas of the Caspian countries) from each party present;
  • Consideration of the National Action Plan for the Preservation of the Caspian Seals;
  • Discussing the possibilities of cooperation between the Caspian countries and international organizations for further study of the Caspian seals and measures for their conservation.

We would like to note that the Head of State, at a meeting with the population of the Mangistau region, noted that he personally controls the issue of preserving and restoring the number of the Caspian seal, and noted that an integrated scientific approach is needed in this important issue. In this regard, all interested parties are taking measures to fulfill the instructions of the Head of State.

Yesterday, 11/14/2022, during the Government Hour in the Mazhilis of the Parliament of the Republic of Kazakhstan, the Minister of Ecology Serikkali Amangalievich Brekeshev spoke about measures to develop the fish industry in the republic.

“The main task of the industry is to increase domestic consumption of fish, as well as further increase the export potential and import substitution, through the development of marine fisheries and the development of commercial fish farming,” the minister said in his report.

It should be noted that the issues of fisheries are under special control of the Head of State and the Government.

At a meeting with the public of the Mangistau and Atyrau regions (November 7-8, 2022), the head of state called the development of fisheries, an increase in the population of sturgeon breeds and, in general, the preservation of the ecological balance and biodiversity of the Caspian Sea, where cases of mass death of fish and seals have become more important. And he noted that a comprehensive scientific approach is needed in this important issue.

In his speech, the General Director of LLP “RPC of Fisheries”, Isbekov Kuanysh Baibolatovich proposed scientifically based solutions to the above issues:

  • expand the range of research work, in particular, it is necessary to study diseases of fish and other aquatic animals in natural reservoirs and aquaculture farms;
  • to strengthen the staff, for this it is necessary to increase the allocated grants for the training of doctors of philosophy (PhD) in the field of fisheries.
