The effective implementation of research activities and the sustainable operation of LLP \u201cFishRPC\u201d directly depend on timely financial planning, proper preparation of budget applications, control over the targeted use of funds, and high-quality economic analysis. Under programme-targeted financing, fulfilment of contractual obligations, and compliance with the requirements of the quasi-public sector, special importance is attached to payroll fund planning, rational allocation of resources, and ensuring the reliability of financial calculations and reporting. A key unit responsible for this work within the Centre is the Financial and Economic Department. The Department\u2019s activities are regulated by the relevant internal regulation.<\/p>\n

Objectives<\/strong><\/p>\n

The main objectives of the Department are: ensuring the financial stability of LLP \u201cFishRPC\u201d, effective planning and use of budgetary and extra-budgetary funds, economic support for the implementation of research projects, preparation of financial and economic calculations, plans and reports, as well as providing methodological and calculation support to all structural divisions of LLP \u201cFishRPC\u201d.<\/p>\n

The Department is responsible for planning the income and expenses of LLP \u201cFishRPC\u201d, developing and administering the budget across all funding sources, performing management assignments in accordance with its functions, preparing and submitting budget applications, financial and economic justifications, and reports on programmes and projects to superior organizations, calculating funding needs, planning the payroll fund, controlling expenditure limits, analysing budget execution and financial indicators, preparing analytical notes and consolidated materials, monitoring the targeted use of funds under contracts and programmes, monitoring accounts receivable and payable, participating in the approval of procurement and contracts in terms of financial conditions, ensuring the preparation of calculations and supporting documentation for programme-targeted financing reports, participating in the preparation of materials for inspections, audits, and expert opinions, and providing methodological support to divisions on planning, calculations, and financial discipline.<\/p>\n

Functions<\/strong><\/p>\n

In accordance with the objectives assigned, the Department performs the following functions:<\/p>\n

Planning and Budgeting<\/p>\n

Preparation of the development plan of LLP \u201cFishRPC\u201d, planning of income and expenses by areas of activity and funding sources, preparation of budget applications to increase financing and calculations of required funds, drafting and adjustment of financial plans, cash plans and expenditure limits, payroll fund planning and control of compliance with approved indicators, participation in the approval of procurement plans, contracts and financial commitments, and ensuring timely amendments to budget indicators when adjustments are required.<\/p>\n

Analytical<\/p>\n

Conducting economic analysis of the financial and business activities of LLP \u201cFishRPC\u201d, analysing budget execution and identifying variances by expenditure items, assessing reasons for overspending or savings, preparing efficiency calculations, financial and economic justifications (FEJ), and analytical materials for management, forecasting income and expenses, participating in the development of cost-optimization proposals, assessing financial risks and preparing proposals to mitigate them.<\/p>\n

Control<\/p>\n

Controlling the targeted and efficient use of funds, verifying compliance of expenditures with the approved budget and the financing terms of programmes and projects, controlling the accuracy of financial calculations and estimates, verifying the availability of supporting documents for incurred expenses, monitoring compliance with financial discipline by structural divisions, controlling fulfilment of contractual obligations in terms of financial provisions, monitoring accounts receivable and payable, and contributing to the reliability of data used for financial reporting and programme-targeted financing reports.<\/p>\n

Organizational and Methodological<\/p>\n

Providing methodological support to structural divisions in planning, preparation of applications, calculations and estimates, developing and updating internal calculation forms and methodologies, participating in improving financial regulations and document management procedures, ensuring coordination of interaction among divisions on financial planning and control, and carrying out management instructions within the Department\u2019s competence.<\/p>\n

Reporting<\/p>\n

Preparing and submitting plans, reports and calculation materials on financial and economic matters to superior organizations, generating financial data for programme and project reports, participating in budget execution reporting, ensuring the provision of information upon requests from authorized bodies, participating in the preparation of materials for inspections, audits, and expert activities, and ensuring the storage and systematization of calculation and reporting documentation within the Department\u2019s competence.<\/p>\n","protected":false},"excerpt":{"rendered":"
